Phil was born in the Mid-West but his family moved East when his father took a job at Natick Labs. He graduated from Xavier University in Cincinnati, Ohio in 1969. Phil moved to East Boston in 1971 when neighborhood activists and some fellow conscientious objectors were forming the East Boston Community Development Corporation. He moved to Framingham with his wife Nancy OHare in the late 90s. He and Nancy have a son, Justin. Phil has been active in affordable housing since the 1970s when friends formed a small corporation to rehabilitate vacant housing and rent it affordably to local residents. He worked for the Cambridge Housing Authority from 1978-83. He did some electoral work after that, and then joined some friends at the East Boston Ecumenical Community Council (EBECC) who were responding to the call for racial harmony and affordable housing. NOAH became the entity that focused on housing. Phil has been the Executive Director since that time, officially July 1987. In the 70s, Phil co-founded Shelter Inc, now a leading homeless shelter and advocacy organization with sites in the Cambridge and Greater Boston area. He co-chaired the Framingham Housing Partnership from 2002-2004. He is currently on the Board of the Mass Association of CDCs.

Stacey Chacker received a Bachelor of Arts in Urban Social Geography (Phi Beta Kappa and Magna Cum Laude) from Clark University in 1984. She is fluent in French and Spanish, and holds numerous training certificates in management, leadership and community development. Stacey joined NOAH in its early beginnings in 1990 as Community Organizer, and was later promoted to Director of Community Building and the Environment. For nearly 16 years, Stacey has worked to improve the environment in and around East Boston and the Chelsea Creek, all the while ensuring community involvement and youth opportunities. Stacey is responsible for coordinating NOAHs participation in the Chelsea Creek Action Group, a long standing and influential community organized group in adjoining towns. In recognition of her outstanding leadership, she was chosen by the Massachusetts Association of Community Development Corporation to be co-recipient of the first Ricanne Hadrian Community Development Award. Stacey was also the Project Coordinator for Boston Urban Gardeners in 1989, and was Community Health Development Coordinator for the Peace Corp from 1985 to 1988. She currently lives in Jamaica Plain with her daughter.

Laura Crandall joined NOAH as Youth Coordinator in 2005. She majored in Women's Studies while at Hamilton College and graduated with honors in 2004. From 2002-2004, Laura volunteered with a Girls Empowerment group, where she mentored Middle School girls through journaling and discussion. In 2005, Laura worked as a campus organizer with MASSPIRG, where she oversaw three student chapters and organized several campaigns including the New Voters Project which aimed to increase youth-voter turnout at the polls. Laura is dedicated to providing opportunities for youth to develop as leaders within their communities.

Manlio Méndez - Born in El Salvador in 1964, and working as an accountant, Manlio came to California in 1992. In 1995, he moved to Boston. In Manlios own words: Hola! I love the city and its people and I took advantage of the great opportunities that Boston gives. As an immigrant to the U.S. in my late twenties, I had experienced most of the common problems: needing to learn English, to get legal status, to find decent affordable housing, to find work, and to eventually purchase a home. I have succeeded! I have a passion to help others, gain the skills needed to address social justice concerns, and to work together as a community. Working with NOAH since January 2003, I am a good listener, networker, coordinator, collaborator, and agent for change; I am committed to help people to identify and grow their own leadership skills, and to have patience in this process.

Anthony A. DAndrea, Jr. is NOAHs Program Manager for the Senior Homeowner Services Department, and one of the longest-employed members of NOAHs team. Anthony started as a carpenter with EBECC and NOAH in 1986. He was born and still resides in East Boston, and is well known in the community, especially by senior residents who are so appreciative of all that he and his crew do to keep low- to moderate- income seniors safe and comfortable in their homes. Anthony attended St. Marys and Dominic Savio schools. He is married with two wonderful girls, Melissa and Nicolette, and is involved with all their activities (hockey, softball, gymnastics and dancing to name a few!). He plays mens hockey himself 2-4 times per week.

Diana Franco was born in Medellin, Colombia and came to the United States at the age of eight. She went to Elementary School in East Boston at James Otis and then went to Barnes Middle School, and graduated from West Roxbury High School. Diana had worked in different fields starting as Liaison Agent at the City of Boston Police Department. In May 1996, she worked there for five years, and in 2001 moved to Citizens Mortgage as a part-time Assistant Loan Officer/Administrative Assistant for three years. In May 2003, Diana went to Citizens Bank as a Banker/Loan Captain and at the same time started in the Real Estate business as an agent working for Addison Wellesley Real Estate Services, and then moved to Remax Real Estate Specialist in East Boston. Diana started with NOAH in 2004 as the Program Director of the Maverick Hope VI program, where she is helping people of low- and middle-income to purchase their first home. Diana loves to help people and that is why she loves her position at NOAH. In her own words: Its so gratifying to see them so happy. She currently lives in Revere with her lovely dog Lucas which, by the way, she treats like her baby!

Carolina Trujillo was born in Caracas, Venezuela. She received her Law degree at Universidad Catolica Andres Bello in 1999. In Venezuela, she worked five years as a volunteer in government and non-profit organizations as a legal counselor focusing her efforts in problems related to abandoned and abused children. At the same time she worked in corporate and banking law for a private Law firm. Carolina came to the United States in 2000 for a Masters in Banking and Financial Law at Boston University. Since 2001, she has specialized in mortgage products and residential lending transactions. She has gained experience through different jobs related to the housing and mortgage industries. Carolina joined NOAH in 2005 and has worked with the BHA program helping low income families getting prepared to purchase their first home. In addition, she teaches First Time Homebuyer Classes, she also works individually with her customers in credit, financial fitness and mortgage counseling. She is continuing her education by pursuing a Masters in Financial and Economics at Boston University. In her free time, Carolina hosts an educational Spanish radio program in an effort to help the Latin community better understand the mortgage and real estate world.

Maria Saravia, also known as Marina, was born in El Salvador, Central America. Maria went to school only until the 9th grade, when she immigrated to North America in 1985. She has been living in East Boston for 20 years now. Maria is a single mother of three children, two girls and a boy. The two oldest ones were borne in El Salvador and Erika, Marias youngest daughter, was borne here in USA. Maria has been a NOAH tenant since 1997 and a NOAH employee since July 2001 as a custodian. Maria got the job through NOAHs Property Manager, when she came in to do the annual income certification after recently being laid off. Maria was immediately informed about a job opening, was interviewed, and was hired on the spot! Maria thanks God for the opportunity.

Stephanie Cleary is Senior Consultant at Accounting Management Solutions, Inc., which is an outsourced accounting and financial management firm in New England. She works as a consultant for numerous non-profit clients in the Boston area. She is the Interim Director of Finance at NOAH and works closely with the Board of Directors. Stephanie has nearly 10 years of financial and accounting experience, with six of those years working in the non-profit sector. As former Controller of Jumpstart for Young Children, she performed a full range of finance and accounting functions that included leading the annual and A-133 audit, month end closings, accounts receivable, accounts payable, reporting, financial forecasting and reports, budgeting, payroll processing and administration of private, federal and state grants and developing policy and procedures. Stephanie has developed and trained financial and non-financial personal. She co-teaches a financial course, specifically geared toward non-profit organizations at the TDC Training Corp. in Boston, MA. Stephanie earned a B.A. degree from the University of Rhode Island and a Masters in Public Administration in Finance and Human Resources from Suffolk University.

Vinny Qualtieri holds a Bachelors Degree in Business Administration with a Major in Accounting from Suffolk University. A long time East Boston resident, Vinny graduated from East Boston High School in 1991. He now lives in Revere with his wife and young daughter. Vinny most recently worked full time as treasurer for family owned construction company, and had worked prior to that for Dreyfus Retirement Services as a Manager in Trust Accounting.

Jahaira Sanchez was born in Bani, Santo Domingo, and came to the US in 1987 with her father, who works at a nursing home, and her mother, who works at the Prudential Center. She is fluent in Spanish and English. Before starting at NOAH in 2005, Jahaira was a hard working stay-at-home mom, raising her energetic boys, ages 12, 9 and 5. Jahaira first lived in Jamaica Plain, then moved to East Boston for five years, and is now in Dorchester. She received her GED at age 16 and is experienced in office reception, excel database management and other software programming, supporting the housing counseling staff and rental housing counseling work.
