Philip Giffee - Executive Director

Phil was born in the Mid-West but his family moved East when his father took a job at Natick Labs. He graduated from Xavier University in Cincinnati, Ohio in 1969. Phil moved to East Boston in 1971 when neighborhood activists and some fellow conscientious objectors were forming the East Boston Community Development Corporation. He moved to Framingham with his wife Nancy O’Hare in the late 90’s. He and Nancy have a son, Justin. Phil has been active in affordable housing since the 1970’s when friends formed a small corporation to rehabilitate vacant housing and rent it affordably to local residents. He worked for the Cambridge Housing Authority from 1978-83. He performed some electoral work after that, and then joined some friends at the East Boston Ecumenical Community Council (EBECC) who were responding to the call for racial harmony and affordable housing. NOAH became the entity that focused on housing. Phil has been the Executive Director since that time, officially July 1987. In the 70’s, Phil co-founded Shelter Inc, now a leading homeless shelter and advocacy organization with sites in the Cambridge and Greater Boston areas. He co-chaired the Framingham Housing Partnership from 2002-2004. He is currently on the Board of the Mass. Association of CDC’s.


Linda Miller-Foster

Linda holds a bachelor’s degree from Regis College and a master’s degree from Boston College. She is a graduate of the United States Chamber of Commerce ‘Organizational Management’ program. She has served on the board of directors of seven nonprofit organizations, and as a Board officer for six of these (including several tenures as a Board Chair). She has been an active community volunteer (including as an elected Library Trustee) and has performed award-winning fundraising efforts on behalf of the WGBH Channel 2 Auction. Before coming to NOAH, Linda served as Vice President and Acting President for a regional chamber of commerce. She brings her strong background in organizational leadership to NOAH’s resource development efforts, including managing NOAH’s grant and contract proposal processes, as well as its fundraising events. She ensures contract activities compliance and oversees NOAH’s resource reporting processes. She is also responsible for NOAH’s communications and marketing components, including NOAH’s website, electronic newsletter and annual reporting. Linda ensures accurate recording of Board of Directors meetings and voting; and supervises staff in the Rental Housing Counseling and Senior Homeowner Services programs as well as any VISTA’s. With Vinny, she oversees NOAH’s operations in the absence of the Executive Director.


Community Building & Environment

Kim Foltz

Kim Foltz is responsible for oversight of NOAH’s community organizing, environmental, and social justice programming. She is overseeing the many CBE directives of the Strategic Plan, including that of working with youth and environmental groups in the region at large, when appropriate. She directly supervises four full-time staff. Kim has an undergraduate degree from the Evergreen State College, and holds her masters degree in Urban Planning from MIT, with a certificate in Environmental Policy and Planning. She has worked in the past in the field of organizational management, including as Board Chair and Acting Director of ‘Bikes Not Bombs’. Kim is fluent in English and Spanish. She is an East Boston resident, with strong family ties to the local Hispanic community.

Manlio Mendez- Community Organizer

Manlio Méndez - Born in El Salvador in 1964, and working as an accountant, Manlio came to California in 1992. In 1995, he moved to Boston. In Manlio’s own words: “Hola! I love the city and its people and I took advantage of the great opportunities that Boston gives. As an immigrant to the U.S. in my late twenties, I had experienced most of the common problems: needing to learn English, to get legal status, to find decent affordable housing, to find work, and to eventually purchase a home. I have succeeded! I have a passion to help others, gain the skills needed to address social justice concerns, and to work together as a community. Working with NOAH since January 2003, I am a good listener, networker, coordinator, collaborator, and agent for change; I am committed to help people to identify and grow their own leadership skills, and to have patience in this process." Manlio is now fluent in English as well as Spanish. Manlio coordinates the Community and Family Soccer Programs, the O’Donnell Summer Schoolyard Program, and the English for Speakers of Other Languages Program. He has attended several NeighborWorks America CLI’s.

 

Diana Baldelomar - Youth Program Coordinator

Diana earned her B.A. from Boston University. During college, she taught classes to youth at the Haley House Café, a non-profit organization in Roxbury. Through her volunteer efforts on a neighborhood food policy council, she has experience in creating a farmers’ market and a community garden, and in working to bring healthier food to corner stores and school cafeterias. Diana oversees all programing for NOAH’s youth interns. She is fluent in Spanish and English.

 

Melinda Alvarado - Community Organizer

Melinda has been active in local politics in Chelsea most of her (still young) life. She was elected to the Chelsea School Committee at age 19 and still serves now, four years later. At NOAH her work focuses on youth organizing, NOAH’s environmental justice initiative at the former Hess site and along the lower Mystic River Watershed, and in forging alliances with local groups. Melinda is studying for her BA degree; and is fluent in Spanish and English.

 


 

Senior Homeowner Services

Anthony D'Andrea

Anthony A. D’Andrea, Jr. is NOAH’s Program Manager for the Senior Homeowner Services Department, and one of the longest-employed members of NOAH’s team. Anthony started as a carpenter with EBECC and NOAH in 1986/7. He was born and still resides in East Boston, and is well known in the community, especially by senior residents who are so appreciative of all that he and his crew do to keep low- to moderate- income seniors safe and comfortable in their homes. Anthony attended St. Mary’s and Dominic Savio schools. He is married with two wonderful girls, Melissa and Nicolette, and is involved with all their activities (hockey, softball, gymnastics and dancing to name a few!). He plays men’s hockey himself 2-4 times per week.


Real Estate Development

Toby Kramer

Toby Kramer brings years of experience in developing complex suburban affordable housing projects throughout the Boston region and is now managing three of the development initiatives NOAH has underway. She previously ran her own consulting firm where she was on a select list of Chapter 40B Technical Consultants approved by Mass Housing Partnership to assist towns. She worked at The Community Builders and was involved in the tax credit financing of new developments, acquisitions to preserve affordable multifamily rental housing, expiring use projects and HOPE VI public housing revitalization projects. Prior to joining TCB, she was with Housing Partners, Inc. a consulting firm where she specialized in assisting state housing finance agencies and public housing authorities in areas of asset management, preservation of subsidized housing, strategic planning and work-outs for troubled housing developments. Toby served as an Investor Services and Asset Manager for Boston Financial, one of the largest investors and managers of low-income tax credit multifamily housing.

Toby holds a Master of Science in Real Estate Development from the MIT Center for Real Estate, a Masters in Urban and Regional Planning from San Jose State University, and a B.A. in Sociology from San Jose State University. She is an active member of New England Women in Real Estate (NEWIRE) previously serving on the Steering Committee as Chair of Membership, co-chair of the Development Committee and CREW Careers. She has been a long-time member of Citizens Housing and Planning Association (CHAPA). As a resident of Concord since 1989, Toby served on the Planning Board from 2002-2007, including chair and the Comprehensive Long Range Plan Task Force. She chaired a Village Overlay Zoning Study of three commercial centers in Concord and served on a Wastewater Planning Task Force. She currently serves on the Community Preservation Committee for the second time. She served as Secretary/Treasurer of the Concord Housing Trust, a non-profit development corporation and was chair of the Concord Affordable Housing Committee from 1992-1996.

Diana Franco

Diana Franco has been with NOAH since 2004. She was born in Medellin, Colombia and came to the United States at the age of eight. She went to Elementary School in East Boston at James Otis and then went to Barnes Middle School, and graduated from West Roxbury High School. Diana has worked in many different fields, starting as Liaison Agent at the City of Boston Police Department. Starting in May 1996, she worked there for five years, then in 2001 moved to Citizens Mortgage as a part-time Assistant Loan Officer/Administrative Assistant for three years. In May 2003, Diana went to Citizens Bank as a Banker/Loan Captain and at the same time started in the Real Estate business as an agent working for Addison Wellesley Real Estate Services, and then moved to Remax Real Estate in East Boston. Diana started with NOAH as the Program Director of the Maverick Hope VI program, and continued on as Program Director of the Washington-Beech Maverick Hope VI program, where she helped people of low- and middle-income to purchase their first home. Diana loves to help people and that is why she loves her position at NOAH. In her own words: “It’s so gratifying to see them so happy.” In 2010 she was promoted to Department Director, and now oversees NOAH's First-Time Homebuyer, Financial Literacy and Foreclosure Prevention & Mitigation activities. She currently lives in Revere with her dog Lucas, and her small son.

 

Carlos Cespedes
Mortgage Negotiation Manager Foreclosure Prevention & Mitigation

Carlos is the negotiating team leader for NOAH's Foreclosure Prevention work. He has received a NWA Institute certificate in Foreclosure Prevention; and has worked at NOAH in the foreclosure prevention area since 2007.Carlos previously worked in the mortgage loan and real estate fields. He has experience in analyzing marketplace trends and developing marketing campaigns. Before becoming a full-time staff, Carlos was a volunteer presenter at NOAH's First-Time Homebuyer Classes. He is fluent in Spanish and English.


Agathe Hubert
City of Boston Foreclosure Prevention Counselor

Agathe Hubert joined NOAH in August 2010 as a BU Law volunteer intern, and was later hired as one of two subprime loan counselors (last April). Agathe received her L.L.M. in American Law from Boston University, with two French Master’s Degrees in Law (Insurance and Business). She is speaks French, English and Italian. She passed the New York Bar Exam earlier this year.


Claudia Gogora
Subprime Loan Mitigation Counselor

Claudia Gongora joined NOAH in March 2011 as a BU Law volunteer intern, and was later hired as one of two subprime loan counselors (last July). Claudia received her L.L.M. in Banking & Financial Law from Boston University and her specialization in Consumer Relation Law from Pontifícia Universidade Católica de São Paulo in Brazil. She was a supervisor in PricewaterhouseCoopers in Brazil; and prior to that she was a senior consultant at Redecard S.A., one of the main acquirers of MasterCard and Visa in Brazil. Claudia was admitted in São Paulo Bar Association in 1998. She speaks Portuguese, English and Spanish.


Andrea Perez
Subprime Loan Mitigation Counselor

Andrea Perez is a recent graduate of the New England Institute of Art, receiving her BS in April. She has worked as a realtor, a mortgage loan officer, and in retail merchandizing and sales. She is fluent in English and Spanish. She lives in Winthrop with her husband and son.

Mal is able to bring his professional expertise to NOAH on a part-time basis. Mal holds a bachelors degree in Business Management from Belk College of Business at UNCC. He began his property management career in 1997 and over the years has gain a wealth of knowledge and various certifications in the affordable and conventional housing markets. Mal has held various positions of responsibility from Property Manager to Regional Manager, managing scattered properties in three states. In 2007 Mal started his own property management consulting firm in Boston, MA specializing in affordable housing compliance programs such as LIHTC, HOME, and various state and local rental assistance programs.

Maria Saravia

Maria Saravia, also known as Marina, was born in El Salvador, Central America. Maria immigrated to North America in 1985. She has been living in East Boston for over 20 years. Maria has been a NOAH tenant since 1997 and a NOAH employee since July 2001 as a custodian. Maria got the job through NOAH’s Property Manager, when she came in to do the annual income certification after recently being laid off. Maria was immediately informed about a job opening, was interviewed, and was hired on the spot! Maria thanks God for the opportunity.

Vinny Qualtieri holds a Bachelors Degree in Business Administration with a Major in Accounting from Suffolk University. A long-time East Boston resident, Vinny graduated from East Boston High School in 1991. He now lives in Revere with his wife and young daughter. Vinny most recently worked full time as treasurer for family owned construction company, and had worked prior to that for Dreyfus Retirement Services as a Manager in Trust Accounting. With Linda, he oversees NOAH’s operations in the absence of the Executive Director

Suki graduated from Massey University in New Zealand with a bachelor’s degree in Business Studies and a master’s degree in Management. She previously worked as an accountant for a community non-profit radio station and at a for-profit publishing company. Suki assists the Director of Finance in all aspects of NOAH’s financial management. A native of mainland China, Suki speaks three languages fluently. She is currently studying for an accounting certficate at Northeastern University.

Jahaira Sanchez was born in Bani, Santo Domingo, and came to the US in 1987. She is fluent in Spanish and English. Before starting at NOAH in 2005, Jahaira was a hard working stay-at-home mom, raising her energetic boys, now ages 17, 14 and 9. Jahaira first lived in Jamaica Plain, then moved to East Boston for five years, and is now in Dorchester. She received her GED at age 16 and is experienced in office reception, excel database management, various software programs, tenant relations and rental housing counseling and advocacy. She supports the property management department, including interacting with tenants, and performs NOAH's rental housing counseling work.
