EHLP (Emergency Homeowners' Loan Program)

HUD (U.S. Department of Housing and Urban Development) created the Emergency Homeowners' Loan Program (EHLP) to assist homeowners who were at least 90 days late on their first mortgage as of June 1st, and who were also unemployed or working fewer hours because of the economy or a medical condition.

As of August 29th, the application process for EHLP was reopened for new submissions through to September 15, 2011; and NOAH was accepting applications for the Emergency Homeowners' Loan Program from new applicants. More: The Dodd-Frank Wall Street Reform and Consumer Protection Act provided $1 billion to the U.S Department of Housing and Urban Development to implement the Emergency Homeowners' Loan Program (EHLP). This HUD program is being administered by NeighborWorks America. NOAH is a NeighborWorks America chartered organization. There was no cost for this program.

This program was designed to provide mortgage payment relief to eligible homeowners experiencing a drop in income of at least 15 percent from their 2008 or 2009 Federal Tax Return income, directly resulting from involuntary unemployment or underemployment due to adverse economic conditions and/or a medical emergency. The mortgage relief covers past-due mortgage (arrears) payments, as well as a portion of the homeowner's ongoing mortgage payment for up to 24 months, up to $50,000. Other EHLP requirements must have been met to be eligible.

Homeowners must have applied for program assistance through participating housing counseling agencies, such as NOAH. As is true of all NOAH's foreclosure mitigation and loan modification activities, this service is FREE. We are able to provide this service at no cost thanks to the generosity of our program funders, including: NFMC and NeighborWorks America, the United Way of Mass. Bay & Merrimack Valley, the City of Boston Department of Neighborhood Development, the Mass. Division of Banks, the Mass. Attorney General's Office, MassHousing, the East Boston Savings Bank Foundation, and others.
