NOAH is committed to helping eligible senior homeowners remain in their homes by providing affordable home repair services. Seniors living in Charlestown, East Boston, and the North End or West End of Boston and who are 62 years of age or older, are owners/occupiers of a 1 – 4 family property, and have incomes below certain limitations are able to apply for assistance with the Minor Repairs Program, the Emergency Repairs Program, or the Senior Home Rehabilitation Program.

 

Counseling and Searches

The NOAH Housing Counseling program assists applicants with rental housing searches and with providing information about housing authorities and private housing developments with open waiting lists. Annually, we provide advice to approximately 180 - 200 individuals and families, finding many of them affordable rental housing.

In order to help you to find an apartment you should complete the apartment availability application and return it to the NOAH office. We will work with you to find affordable rental living. Please note, the Housing Counseling Program does not guarantee an apartment. Nevertheless, NOAH works hard to find you options and affordable, safe opportunities.

Rental Properties (NOAH Properties)

NOAH’s Property Management Department rents and manages our 103 affordable apartments to between 350-400 low- and moderate-income tenants. We also run Trinity House, a 16-unit single resident occupancy (SRO) facility in a renovated historic house.

Eligibility and Determination

In determining whether someone has the minimum income necessary to lease a unit, NOAH will take into consideration the following:

  • Income eligibility
  • Applicant’s credit record
  • Applicant’s rent payment history
  • Other information provided by the applicant as appropriate

FAQ's

  • All Income Groups Accepted: Units are available to households in all income groups. Click here to access HUD Income limits per household members.

  • Application Forms Needed: There are two different application forms that can be used by an applicant to apply for housing with NOAH, the preliminary and the standard applications.
    • Preliminary Form - intended only to (1) obtain applicant’s name and address to place them on the waiting list, and (2) determine basic eligibility, i.e., income eligibility.

    • Standard Form - used when the applicant is expected to be offered a unit within a reasonable period of time. This application requests more detailed information about the applicant’s rent and income history in order to evaluate whether the household is qualified for housing.

  • Minimum Income Policy: The policy is in place to ensure that households are not overburdened by the cost of their housing and to avoid nonpayment evictions. The policy states that households are income eligible if 35% of their gross income is equal to or greater then their rent for the unit. Households with incomes lesser than this amount are not eligible for NOAH units unless household have rental assistance such as Section 8. (Example: If a one-bedroom unit rents at $600 (without utilities) only households with monthly incomes of $1,714 or more or having rental assistance are eligible.) NOAH does not have a maximum limit policy. This means that the agency will accept applications from households with incomes above 80% of median income. However, many of the NOAH properties have maximum income limits dictated by funders sources(s). This means higher income households will not be eligible for these units. NOAH’s Real Estate Development Department addresses the ongoing housing crisis and the great need for safe and affordable housing. We add to the affordable housing infrastructure by constructing new units or upgrading existing residential property and then renting or selling to low- to moderate-income community members.
