Rental Housing Counseling and Searches
Jahaira Sanchez, Rental Housing Counseling Advocate at 617-567-5882

The NOAH Rental Housing Counseling program assists applicants with rental housing searches and with providing information about housing authorities and private housing developments with open waiting lists. Annually, we provide advice to approximately 180 - 200 individuals and families, finding many of them affordable rental housing.

In order to help you to find an apartment you should complete the apartment availability application and return it to the NOAH office. We will work with you to find affordable rental living. Please note, the Housing Counseling Program does not guarantee an apartment. Nevertheless, NOAH works hard to find you options and affordable, safe opportunities. This program is made possible by the City of Boston Department of Neighborhood Development.

Rental Properties (NOAH CDC Properties)
Mal Nelson, Property Managment Consultant at 617-418-8245

NOAH’s Property Management Department rents and manages over 100 affordable apartments to between 350-400 low- and moderate-income tenants. Over 20% of units are dedicated to homeless populations. We also run Trinity House, a 16-unit single resident occupancy (SRO) facility in a renovated historic house in East Boston.

As of August 1, 2011, NOAH has one vacant unit in East Boston and one in Everett. In East Boston, there is a one-bedroom (with kitchen, bedroom and bath) for $750; tenant pays electricity. In Everett, there is a two-bedroom unit, with utilities and parking included, for $1,250.

Eligibility and Determination

In determining whether someone has the minimum income necessary to lease a unit, NOAH will take into consideration the following:

  • Income eligibility
  • Applicant’s credit record
  • Applicant’s rent payment history
  • Other information provided by the applicant as appropriate

FAQ's

  • All Income Groups Accepted: Units are available to households in all income groups.

  • Application Forms: The English and Spanish versions of the Rental Housing Counseling application are to be found below. The application requests detailed information about the applicant’s rent and income history in order to evaluate each household's individual situation.

  • Minimum Income Policy: The policy is in place to ensure that households are not overburdened by the cost of their housing and to avoid nonpayment evictions. The policy states that households are income eligible if 35% of their gross income is equal to or greater then their rent for the unit. Households with incomes lesser than this amount are still eligible for NOAH units if they have rental assistance such as 'Section 8'. NOAH does not have a maximum limit policy. This means that the agency will accept applications from households with incomes above 80% of median income. However, many of the NOAH properties have maximum income limits dictated by funding sources(s). This means higher income households will not be eligible for these units. For income and rent limits please review the HUD Home Program Income Limits or call our offices for guidance at 617-567-5882.

NOAH’s Real Estate Development Department addresses the ongoing housing crisis and the great need for safe and affordable workforce housing. We add to the regional affordable housing infrastructure by constructing new units or upgrading existing properties, and then renting or selling to low- or moderate-income community members. NOAH is willing to bring its development and funding expertise to partner with municipalities and others working to create affordable housing in municipalities in the Greater Boston region. For more information, please visit the Real Estate Development section of the website or contact Toby Kramer directly.
